Launch of the National Agency for Self-Entrepreneurs

On Saturday in Algiers, Yacine El-Mahdi Oualid, Minister for the Knowledge Economy, Start-ups and Micro-enterprises, presided over the launch ceremony of the National Agency for Self-Entrepreneurs (ANAE), as well as its digital platform dedicated to obtaining the self-entrepreneur card.

ANAE's role is to provide an environment in which self-employed people can work within a legal framework, and enjoy tax benefits and social security cover as a result.


Speaking at the opening of the ceremony, which was held at the Palais de la Culture in Algiers and attended by several members of the government, Mr Oualid welcomed the fact that the process of obtaining a self-employed entrepreneur's card was "100% digital", thanks to the launch of a platform offering "a very good user experience".


Several departments have contributed to the auto-entrepreneur project, including the Ministry of Labour, Employment and Social Security, which has "supported this project from the outset", said Mr Oualid, highlighting the social security cover available to the beneficiary from these statutes (Chifa card and pension contributions).


He pointed out that self-employed entrepreneurs would be subject to "the lowest contribution, corresponding to an income equivalent to the guaranteed national minimum wage (SNMG)", while being able to "accumulate contributions, whether with the Caisse nationale de sécurité sociale des non-salariés (CASNOS) or the Caisse nationale de sécurité sociale des travailleurs salariés (CNAS)".

Mr Oualid highlighted the "success" of this status in various countries around the world and its contribution "to encouraging the spirit of initiative", as well as its role in "financial inclusion as part of the exercise of liberal activities within a legal framework".


The beneficiaries "are eligible for all forms of financing, in particular Islamic finance", said the Minister in response to a question from the media, adding that no diploma or training is required of candidates for self-entrepreneur statutes.
