Around 78% of the projects currently monitored by Cned concern public works and basic infrastructure (33 operations), with the remainder relating to water (11) and housing and town planning (6). These projects include roads, railway lines, tramways, dams, desalination plants and infrastructure facilities. Reporting to the Ministry of Finance, Cned is responsible for the technical analysis of public projects financed by the State, assessing costs, deadlines and quality, and proposing solutions to risks. Since 2006, it has examined nearly 180 major projects. It has also noted an improvement in promoters' practices, particularly in impact and feasibility studies.
Cned promotes public-private partnerships (PPPs), an essential lever for economic diversification. It is involved in drafting a bill on PPP, which is currently being drafted. Several PPP experiments have already been carried out in Algeria, notably in desalination, energy and water management. The future success of PPPs depends on a coherent legislative framework and a favourable business climate. Finally, a digital project management and monitoring platform will soon be launched to improve efficiency and transparency.
