During a visit to Tlemcen on August 6, Minister Kouidri launched the construction of a new hormone drug production unit in the industrial zone, which is expected to be operational in 18 months. He called on private players in the pharmaceutical sector to collaborate with Saïdal to produce raw materials locally, and reduce the import bill, estimated at 6 billion dinars. Three raw material factories are expected to be operational by the end of 2024, with others to follow. The minister also visited the private company Promedal, which specializes in medical devices, and announced two new sterilization units.

At a conference in Sidi Bel Abbès, he advocated a model based on research, development and the manufacture of innovative, high-value-added medicines, targeting African and Arab markets, where Algerian pharmaceuticals already account for 25% of the continent's production. He reminded that 80% of the drugs consumed in Algeria are manufactured locally, but that pharmaceutical sovereignty also means exporting. Steps to obtain WHO level 3 certification should be completed by October. The minister also praised the country's self-sufficiency in medical oxygen and encouraged the local production of innovative medicines and raw materials, announcing the future construction of a dedicated factory in Sidi Bel Abbès.
