The Algerian government has created a special account to support the media sector, according to the strategy announced by the President of the Republic in December 2023. This strategy aims to strengthen the professionalization of the media and support the training of journalists in the face of the challenges of the international media landscape. This fund will be funded by several sources of financing, including the advertising tax, the tax for the use of radio and television broadcasting devices, as well as taxes on filming authorizations.
An increase in advertising taxes is planned, from 1% to 2%. Revenues will be distributed between the State (50%), the Press Aid Fund (25%) and the Fund to Aid the Development of Technology and the Film Industry (25%). A 1% tax on the sponsorship of audiovisual programs will also contribute to this fund.
The bill also introduces an increase in the tax for the use of radio and television broadcasting devices. These taxes will be shared equally between the "Tax Allocation Fund for Audiovisual Enterprises" and the new "Special Press Assistance Trust Fund", which will support the training of media personnel.
Three new taxes will be introduced: a tax on authorizations for audiovisual production and importation of foreign publications (10,000 to 50,000 DA), a tax of 5,000 DA for the professional journalist card, and taxes on accreditations of offices and correspondents of foreign media (300,000 DA and 10,000 DA, respectively). The fund will also benefit from 50% of fines imposed on offending journalists, as well as contributions from international institutions, donations, and state subsidies.
This special fund will finance grants for the written, electronic, audiovisual, and online press. It will also support the specialized press, local and regional, and facilitate dissemination in isolated regions. In addition to this, it will provide financial support for national audiovisual production and the training of journalists. It will also cover the printing and distribution costs of media in financial difficulty and will cover subscriptions to the Agence Presse Service (APS).
