The sector is currently working to update the legislative and legal framework, in particular Law 14-05 which makes it possible to reduce the recovery period of prospecting funds and allows investors to benefit from the results of prospecting operations carried out, indicated Mr. Arkab who was a guest of the daily "Echaab" forum.
Opening up the mining sector involves organizing investors and the private sector to invest in efficient projects, he said, adding that resources are imported in foreign currency at colossal sums, despite the availability of material in the country, like manganese, granite and clay.
To do this, the sector is moving towards the encouragement of small projects and the amendment of laws, in order to make the sector more attractive and more flexible, develop mining infrastructure and promote mineral sites and artisanal mining. gold.
As such, Mr. Arkab indicated that the gray areas contained significant reserves of raw materials used in the composition of inputs intended for industries, which establishes them in "an important pole for mining activity", recalling that the ministry is working to consolidate manufacturing industries, using domestic and foreign expertise that can ensure raw materials entering other industries.
For rare metals, the minister indicated that under the agreement concluded between the National Agency for Mining Activities (ANAM) and the National Geological Research Office (ORGM), 26 major projects will be launched. mining, some of which relates to the exploitation of rare materials.
The sector aims to explore lithium, essential for batteries, rechargeable batteries and solar panel batteries, in Adrar, in Hoggar, Tassili and Biskra, as well as diamond, whose indicator minerals have been found by the sector in volcanic areas, especially at Reggane (w.Adrar).
However, diamond exploration requires considerable sums, which is more effective to prioritize minerals that are in high demand in the market, said the minister.
Regarding the zinc and lead deposit project of Oued Amizour in the wilaya of Bejaia, the minister reported on its launch, during the 1st quarter of the current year, and this after the completion of studies are still continuing, with the aim of "better preparation for getting started," he explained.
As part of these projects, the ministry has put in place a plan to involve universities in major projects, through an agreement signed with the higher education sector and which includes all the centers and laboratories at national level, supporting the mining sector in the development and supervision of its projects.
Looking for a technological partner mastering mining
The way in which the Phosphate extraction project in Tébessa is managed has been revised, the minister said, recalling that the first step consists of the exploitation of 02 billion tonnes of the phosphate reserve in Ouled El Hodba and neighboring regions. as part of a specification and the creation of two phosphoric acid factories in Oued El Kebrit (Souk-Ahras) in the second stage, then the manufacture of fertilizers by the ASMIDAL group in Annaba.
The specifications are ready and we will begin the search for a technological partner in the coming weeks, he announced, adding that this group will make it possible to cover the national demand before moving towards export.
Regarding gold mining, the sector has devoted 220 perimeters, 92 of which are authorized in Tamanrasset and 128 others in Illizi for the collection of stones containing a large concentration of gold in a depth of 5 meters.
The Manadjim El Djazair Public Industrial Group (MANAL) has created gold banks in Tamanrasset and Illizi and trained young people from these regions.
In this context, a gold bank was created in Djanet and another in Bordj El Houas to offer young people active in this area the equivalent of the gold extracted.
In the field of geological maps, the Minister reported on a project supervised by the Geology service under the Ministry for the preparation of 75 maps by air, with the objective of updating geological data in coordination with the National Army. popular (ANP) and the realization of topographic works.
The maps show precise data regarding the concentration of a stock of commodities in any region which allows investors to get an idea and create the added value.
Regarding the criteria for selecting competent foreign partners, the minister said that the sector targets the technological partner with the best expertise in mining, for which a feasibility study will be launched in this regard.
