2026 Finance Bill, preservation of agricultural land, desalination plants... President Tebboune's guidelines

On Sunday, President Abdelmadjid Tebboune chaired an important meeting of the Council of Ministers during which several policy guidelines were outlined. Strategic decisions were taken, particularly regarding the management of agricultural land, water security, and the preparation of the 2026 finance bill, in a context marked by economic and environmental challenges.

At the last meeting of the Council of Ministers, President Tebboune reaffirmed strategic guidelines based on food sovereignty, sustainable water management, social justice, and modernization of the state. He prohibited any declassification of agricultural land for public projects, insisting on the need to identify non-arable land for such projects. This decision is part of a vision to safeguard farmland and strengthen food security.

Concerning water management, the president ordered that desalinated water be distributed up to 250 km from the coast, with priority given to densely populated provinces subject to chronic water stress. He also demanded a rigorous state schedule for water distribution to restore public confidence.

Regarding the 2026 finance bill, he ruled out any measures that could undermine purchasing power, rejecting tax increases. He called for a modernized, fair, and non-restrictive tax system, while dismissing populist measures with no genuine economic impact.

Finally, the president ordered a structural reform of the National Statistics Office (ONS), with the creation of local branches to provide accurate and useful data for the development of public policies tailored to the local realities.
