Launch of the National Agency of the Self- Entrepreneur in early 2024

Speaking at the work of the Journées de l'entrepreneuriat, organized under the supervision of the Algerian Economic Renewal Council (CREA), in the framework of the Global Entrepreneurship Week, in the presence of Minister of Higher Education and Scientific Research, Kamel Baddari, Mr. Yacine El-Mahdi Oualid stressed that "the launch of a national portal and a National Agency of the Self-Entrepreneur will take place next January, which will allow a good number of young people engaged in lucrative activities outside the official framework to integrate into the formal economy". 

In this context, he said, a self-employed person card would be issued to ensure that as many entrepreneurs as possible were integrated into the regulatory economic base and to create a tax system that was "highly motivating and completely different from the current system". 

This new framework will "introduce a significant number of young people active in the digital sector and influencers via social networks into economic life, which will allow them to provide their services online, and benefit from social security," he argued. 

Within the framework of these same provisions, the Minister cited the introduction of a proposal in the framework of the 2024 Finance Bill which provides for a tax reduction of 5% to 0.5% in favour of this category. 

He stated that the real objective of the sector in the field of entrepreneurship "is to encourage real entrepreneurs" especially in the academic community, through the launch of entrepreneurship support and support centers to support young promoters and help them to realize their projects.


Mr. Oualid recalled, in this context, the mechanisms put in place to support young entrepreneurs, particularly in the legal, regulatory and financing fields of these enterprises, through the Startup Fund and the tax incentives granted to large companies to invest in startups, as well as the recent crowdfunding mechanism. 


Regarding the objectives of this Open House, Mr. Oualid said that they were aimed at encouraging students to create startups and to innovate, especially since a legal arsenal had been put in place to promote the spirit of entrepreneurship and bring big companies closer to startups, particularly in the areas of financing and mentoring.
