“Fifty years after the nationalization of hydrocarbons, Algeria has chosen to orient itself definitively towards the development of renewable energies, through the adoption of an adequate industrial base. natural resources and human resources allow it to become, in the next few years, a leader in the field of energy, solar and wind ", indicated Mr. Djerad in his speech, on the occasion of the celebration of the 50th anniversary of the nationalization of hydrocarbons and the 65th anniversary of the creation of the General Union of Algerian Workers (UGTA).
The Prime Minister reiterated the Government's commitment to "lay the foundations for the energy transition, adapted to its national specificities by resorting to the capacities able to concretize on the ground the defined objectives without neglecting the mechanisms of the exact evaluation. and permanent monitoring ".
The Prime Minister emphasized the imperative for Sonatrach to fulfill its role as a main actor in the energy transition process by incorporating renewable energies in its strategic vision and in the implementation plans. related work ".
Algeria, he said, and "like several countries in the world, has made energy policy a major priority, with a view to making energy transition a key factor on which its energy policies will be based. development, in accordance with the triptych of economic renewal, underpinning food and health security, energy transition and digital economy ".
And to affirm that Algeria's energy policy is part of "the structural economic reforms initiated, in accordance with the program of the President of the Republic, the Government's action plan and the economic recovery program developed, during the national conference on the Economic Recovery Plan held in August 2020, in consultation with economic operators and social partners ".
Determined to expand the use of LPG c, Algeria is moving "at an accelerated pace" towards achieving self-sufficiency in fuels, also stressed Mr. Djerad who recalled the non-recourse to the import of fuels. since July 2020.
More specifically, he reported on the conversion, in 2020, to liquefied petroleum gas (LPG) for fuel (LPG), of 34% of the vehicle fleet - gasoline - of administrations and public establishments.
Referring to Algeria's energy gains, the Prime Minister recalled the commissioning of the Sidi R'zine refinery in Algiers, increasing its production capacity to 3.7 million tonnes / year, "in despite the difficulties caused by the Covid-19 pandemic ".
He also highlighted the rationalization by Sonatrach and Sonalgaz of their investment and operating budgets at a rate of 7.5 billion USD.
Djerad also emphasized the contribution of Algeria, in her capacity as President of OPEC in 2020, to the coordination of efforts in order to reach a historic agreement on the reduction of the production of 'order of 9.7 million barrels / day.
The Prime Minister took the opportunity to announce the issuance of an international arrest warrant against the main accused in the corruption case relating to the acquisition by the Sonatrach Group of the Augusta refinery ( Italy), explaining that "the Economic and Financial Penal Pole had launched an investigation into the Augusta refinery affair, in which an international arrest warrant was issued against the main accused".
"We will continue to prosecute all those responsible for corruption cases and attempts to damage the national economy," he stressed.
In the gray areas register, Mr. Djerad said that "the State has placed the connection to electricity and gas as well as the generalization of solar energy systems, at the heart of its priorities within the framework of the gray areas development program decided by the President of the Republic ".
In figures, a total of 1,352 electricity network connection projects, 992 gas network connection projects and 693 public lighting projects have been carried out, he detailed, indicating that these projects have made it possible to connect 33,124 households to electricity networks and 48,252 households to gas networks, said the minister.
During his visit to Hassi R'mel, the Prime Minister, accompanied by a ministerial delegation, inaugurated the Boosting 3 project, capable of guaranteeing Algeria's energy security by strengthening production capacities .
According to the explanations given by those in charge of this project, the Boosting 3 project was included in Sonatrach's strategy to ensure Algeria's energy security and prevent exhaustion from the Hassi R'mel field where the pressure drops during gas extraction, hence the difficulty of its exploitation.
In this regard, Mr. Djerad recommended that officials "prioritize, within the framework of maintenance contracts, national companies, in the sense that long-term contracts signed with foreign companies exhaust the foreign exchange reserves of the Public Treasury" .
And to recall the instruction of the President of the Republic on the subject of the imperative to notify the Prime Minister of "any contract established with companies or foreign consulting firms in the field of maintenance, which will notify the President of the Republic about these contracts "which should only be carried out" in exceptional cases only ".
At the beginning of his visit to Hassi R'mel, Mr. Djerad proceeded to the distinction of many workers in the energy sector.
