Special Fund for Export Promotion: what the Court of Auditors' report says

The audit carried out by the Court of Auditors with the Ministry of Trade and Export Promotion showed that the sums spent on export support are piddling compared to those allocated to the Fund each year.

The report indicates that of the nine (09) categories of expenses eligible for reimbursement, specifically provided for by law, for exporting enterprises, only three (03) were subject to implementation decisions.

The Court of Auditors has also stated that there are still significant delays in processing requests for refunds due to exporters.

The report highlighted the lack of a real export promotion program to encourage export sales of developed and diversified products.

The Ministry of Trade and Export Promotion manages all the financial and material resources necessary for granting financial aid to exporting enterprises, in accordance with the relevant rules.

The Court of Auditors considers that, due to insufficient resources and other organizational and operational constraints, this management is characterized by incomplete implementation of the regulatory provisions, but also by revenue in excess of expenditure, which is still high at the end of the year, and by small amounts of aid devoted to export promotion.
