The proposed law aims to revise the tax calculations applied to building permits, certificates of compliance and demolition permits for various types of construction (residential, commercial, industrial, agricultural, etc.). To clarify practices, the tax will now be based on the "total floor area" rather than the "constructed area", a concept confusing local authorities.
The new regulations introduce a simplified rate structure based on the use and area of the buildings, ranging from DA 22,500 to DA 500,000 for residential building permits and from DA 10,000 to DA 50,000 for certificates of conformity. Exemptions apply to public interest projects achieved by the State and local authorities.
The proposal also includes taxes on alterations to existing buildings, duplicate permits and permit renewals. In addition, a demolition tax of DA 300 per square metre of floor area or DA 75 per linear metre of fencing is proposed.
