Issuance of town planning deeds: Taxes to be readjusted

The 2025 Finance Bill (PLF-2025) provides for taxes to be levied on issuing various planning certificates for residential and non-residential buildings.

Revision of taxes on building and compliance permits under FB 2025

The Finance Bill 2025 introduces changes to the taxes associated with building permits, basing the calculation on “cumulative floor area” rather than “constructed area” to standardize the calculation method. The floor area includes any habitable space with a ceiling height of more than 1.80 metres.

Taxes on residential building permits vary according to the project size, ranging from DZD 22,500 for an area of 150 m² to DZD 50,000 for an area of more than 3,000 m². Additional fees apply for integrated commercial areas and building alterations.

Agricultural, industrial, and commercial projects are also subject to specific taxes, the amounts of which vary according to the size of the areas involved. Exemptions are provided for certain state-subsidized housing projects and demolitions ordered by public authorities.

The bill also includes tax exemptions for social housing programs and projects of public interest. Finally, a tax of DZD 2,000 is introduced for the issuance of a duplicate urban planning permit.
