Aquaculture: Additional production of 50,000 tonnes by 2024

"In order to improve the availability of fishery products in the national market, the sector is currently working to support the aquaculture development program with a view to producing an additional 50,000 tonnes by 2024", Mr. Ferroukhi specified during 'a plenary session at the National People's Congress (APN), devoted to oral questions, and chaired by Slimane Chenine, president of the assembly.

To do this, adds the minister, the sector is working for the establishment of "all administrative and legal facilitations to support investors", through the assumption of interest on loans under the National Fund of aid for the development of fisheries and aquaculture, which will be operational from this year.

Added to this, the facilitations granted to investors in the field of marine and inland aquaculture, which concern the acquisition of land at port and land level, and the encouragement of industries related to this activity.

In addition, Mr. Ferroukhi underlined that aquaculture has experienced an increasing evolution in recent years due to the influx of many operators on investment in this niche, through the different coastal and interior wilayas. .

The number of completed projects in the field of aquaculture amounted to 86 projects in operation and production by the end of 2020, which allowed production to drop from 1,327 tonnes in 2015 to nearly 10,000 tonnes in 2020, according to figures provided by the minister.

In addition, 20 new aquaculture projects will have to enter the production phase during 2021, added the minister.

Regulation of the fisheries market: an action plan soon on the government's table

Referring to the prices of fish, Mr. Ferroukhi indicated that "his sector is currently establishing a diagnosis on the ground, by formulating proposals and practical alternatives for the regulation of the fishery products market, in order to develop an action plan at the level central and local in this area. The plan in question will be presented to the government in the coming weeks. "

As part of the implementation of the 2020-2024 government action program, the Ministry of Fisheries and Fishery Production is currently working, in collaboration with the various sectors, to define priority measures to regulate the marketing of fish. fishery products which "can no longer be governed solely by the law of supply and demand".

To do this, the sector has identified all the concerns of fishermen, professionals and operators active in the field, and has set up working groups with representatives of professionals to take charge of these concerns.

In this sense, he mentioned the taking of several measures to allow professionals to exercise their activities in "good conditions", citing in particular the simplification of administrative procedures including the change of fishing means, in particular the renovation of engines and the change of activity for small trades in addition to the change of activity zones for vessels operating in coastal fishing zones.

With regard to sensitive equipment used in fishing, a joint working group has been set up with the Ministry of Post and Telecommunications in order to facilitate vessel owners in obtaining authorization for the acquisition and operation of vessels. these devices.

Referring to training, Mr. Ferroukhi said that a large number of young people without a level of education, throughout the national territory, had joined, from this month, the training establishments under the sector by virtue of an interministerial decree between the Fisheries and Transport departments.

And to continue that this training "will allow a large number of young people to benefit from diplomas facilitating their integration", supports the minister.

Affirming that the needs of experienced professionals in the field will be met, Mr. Ferroukhi announced the development of an interministerial decree to enable them to obtain aptitude diplomas based on their professional experience.

The training of the first Algerian offshore fishing promotion was launched to help ensure the availability of fishery products in the country.

To a question on the revision of the laws relating to taxes imposed on coral fishing vessels, the head of the sector recalled the creation of a national agency for the sustainable development of fisheries and aquaculture (ANDPA) inns the wilaya of El Tarf responsible, among other things, for monitoring, regulating and supervising coral exploitation activities, adding that "this agency was activated in 2020 by providing it with human and material resources to fulfill its missions ".


Suspended since 2001, coral fishing will be relaunched in the coming months, Ferroukhi said.
