Algeria-USA: Energy partnership intensifies

Algeria and Occidental Petroleum (Oxy) strengthened their energy partnership yesterday with the signing of two agreements between the National Agency for the Development of Hydrocarbon Resources (Alnaft) and the US company.

Two new agreements have been signed between Alnaft and Occidental Petroleum to conduct studies on the hydrocarbon potential of the El Ouabed (Benoud) and Dahar (north of the Berkine and Oued Mya basins) areas. These agreements are part of the desire to strengthen Algerian-American cooperation in the energy sector by exploring new investment opportunities.

Occidental Petroleum, which has been present in Algeria since the 1980s, has already contributed to several major energy projects (Ourhoud, Hassi Berkine, El Merk) and continues to consolidate its presence with recent agreements, including a $4 billion contract in 2022 and a memorandum of understanding in 2024 for Berkine Centre. The momentum continued in 2025 with the signing of memorandums focused on exploration and advanced recovery technologies.

This move is part of a broader resurgence of interest in the Algerian energy sector on the part of the United States, as illustrated by discussions initiated by Chevron and ExxonMobil, as well as by the visit to Algiers by US advisor Massad Boulos, who emphasized the strategic importance of bilateral energy cooperation.

This partnership is based on two logics: Algeria seeks to develop its resources and diversify its partners, while American majors strengthen their foothold in a rapidly expanding market. Energy thus becomes a central pillar of Algerian-American relations.
