New waste management law: Redefining waste as a raw material to be recycled

ALGIERS - on Monday in Algiers, Nadjiba Djilali, Minister of the Environment and Quality of Life, said that the new waste management law enshrined the principle of extended producer responsibility, thereby redefining the notion of waste, which should no longer be considered solely as a problem to be eliminated, but as a raw material to be valorized and an essential economic resource for the manufacturing industry.

The Minister was responding to the concerns of members of the Council of the Nation, during a plenary session chaired by Mr Salah Goudjil, President of the Council, in the presence of the Minister for Relations with Parliament, Kaouter Krikou, and devoted to the debate on the text of the law amending and supplementing law no. 01-19 of December 12, 2001, on waste management, control and disposal.

 

On this occasion, Ms Djilali pointed out that the national strategy for integrated waste management, set out in the new law text, would enable action plans to be installed to achieve the objectives within the set deadlines.

 

In this respect, she stressed that the new text enshrines the principle of extended responsibility, by redefining the notion of waste, which should no longer be considered as a problem to be eliminated, but as a raw material to be valorized and an economic resource that contributes to the revival of manufacturing industry, through the use of ecological organization and eco-design.

 

In this regard, the Minister recalled the incentives offered by the State to develop waste collection, transport, recovery and disposal activities, in addition to those provided for in the Finance Acts, notably the measures of the Executive Decree granting tax exemptions for five years to companies specializing in household waste collection.

 

She also welcomed the new investment law, which will enable promising waste treatment projects to be carried out in the various wilayas.

 

Concerning the implementing regulations for the new law, the Minister reassured that they would be promulgated once the text had been adopted, thus guaranteeing optimum implementation of the new measures.

 

In its preliminary report on the text of the law, the Council of the Nation's Equipment and Local Development Committee stressed that the law would strengthen the existing legislative and regulatory system, enabling a transition to a circular economy and introducing appropriate financing mechanisms.

 

She welcomed the Government's initiative to amend and supplement the law, which is a concrete fulfilment of the commitments of the President of the Republic and a response to the objectives of sustainable development, on the one hand, and compliance with the new economic model adopted by the country, based on the principles of the circular economy, on the other.

 

The text of the new waste management law will be submitted for adoption at a plenary session of the Council of the Nation on Thursday, following its adoption by members of the National People's Assembly.
