The Regulatory Authority for Postal and Electronic Communications (ARPCE) has issued a warning against unapproved communication equipment, particularly cell phones imported illegally "by the bagful." Although the authorities should theoretically approve their sales, the Algerian market remains largely dominated by devices of uncertain origin, often sold without packaging or documentation.
According to ARPCE, these phones may exceed authorized radiation limits and pose health risks. They may also cause technical problems, including poor call quality, incompatibility with national networks, and inability to access certain essential services and emergency numbers.
This alert is part of a drive to regulate the market, protect consumers, and support local manufacturers such as Condor, which have ambitions for growth and export. The ARPCE underlines that certification is a legal requirement, as stipulated in Decision No. 28 of October 16, 2019, and that compliant devices must bear the words "Approved by the ARPCE" followed by a certification number.
