Status of the Self-Entrepreneur: Mr. Oualid presents the bill to the National People’s Assembly’s Economic Affairs Committee

During the presentation session chaired by Kamel Belakhdar, President of the Commission, in the presence of Mrs. Besma Azouar, Minister of Relations with Parliament, Mr. Oualid said that the text of the law aims to "define the status of the self-entrepreneur and the conditions and rules applicable to the exercise of the activity of self-entrepreneur".

The status of the self-entrepreneur was put in place as a "main proposal" at the national conference on the knowledge economy held in Algiers on 29 and 30 March 2021, the minister recalled.

The bill aims to organize "the new economic activities" that emerged with the emergence of the knowledge economy and the digital economy and "that are not governed by any legal framework to date", noted Mr. Oualid who cited, among other activities, "the web and mobile application developer, the digital marketer, the VTC, the social media platform administrator and the infographer".

The minister reassured that the bill is capable of "developing the entrepreneurial spirit and facilitating young people's access to the labor market through self-employment", as well as "reducing the number of people working in the informal market without social insurance and contributing to the integration of this category into the official economy".

The minister also stressed the role that this project will play in "reducing the costs of start-ups, allowing them to call on independent entrepreneurs and a common exploitation of human resources between the different companies", in addition to facilitating the export of certain digital services, as part of the new notes issued by the Banque d’Algérie (BA) regarding the authorization to transfer all the revenues from the export of digital services in foreign currency to the country.

In his presentation, the Minister noted the fact that the status of self-entrepreneur "is adopted in several countries of the region", especially since it has proved its effectiveness in the organization of economic activities, since it constitutes "a multidisciplinary framework that fits with the needs of all economic sectors and is also intended to be a strong tool, with a view to ensuring fiscal and financial integration".
