A decree from the Ministry of Finance was published in Official Gazette No. 17, introducing the possibility for economic operators to submit their public procurement bids via the dedicated electronic portal.
According to this decree signed on 4 February by the Minister of Finance, setting out the portal and terms and conditions for management, the electronic submission of bids by economic operators is among the features available on the public procurement electronic portal.
The portal's features also include the registration of contracting authorities and economic operators, multi-criteria searches, alerts on new developments, and the management of document exchanges between contracting authorities and economic operators, including the uploading, downloading, time-stamping and electronic signing of documents in accordance with ongoing legislation.

The tender documents can be downloaded "free of charge" from the portal by economic operators, as stated in the decree.
The portal also publishes provisional schedules for upcoming public procurement contracts, contracts awarded during the previous financial year, and lists of operators having been excluded or banned from participating. It also provides price indices, notices, legislative and regulatory texts, and legal opinions relating to public procurement.
Security, traceability and non-discrimination
The decree also emphasises that the information system must guarantee the integrity and confidentiality of exchanged documents, the traceability of events, the interoperability of information systems and the secure electronic archiving of digitised documents.
The technical characteristics of the portal must not be discriminatory and may not constitute an obstacle to economic operators' access to procurement procedures, the same text adds.
