The 2023 budget settlement bill presented to the finance committee

ALGIERS - On Monday, Finance Minister Abdelkrim Bouzred presented the 2023 budget settlement bill to the finance and budget committee of the National People's Assembly (APN).

Presenting the project during a session chaired by Mr Mohamed Benhachem, Chairman of the Committee, in the presence of the Minister for Relations with Parliament, Ms Nadjiba Djilali, Mr Bouzred indicated that revenue in 2023 exceeded 9.017 billion dinars, an increase of more than 24% compared to 2022, while budgetary expenditure reached 10.592 billion dinars, up 0.93% compared to 2022.

Detailing budget revenues, the minister specified that tax revenues amounted to 7.396 billion dinars, including 3.856 billion dinars from oil taxation, while state property revenues are estimated at 86 billion dinars.

Budgetary expenditure includes actual expenditure of around 3,340 billion dinars allocated to transfers, 3,213 billion dinars allocated to personnel expenditure and 1,188 billion dinars allocated to investment.

According to the minister, the budget consumption rate reached 72% of the total expenditure provided for in the amended finance law for the same year, attributing this level to the fact that 2023 marked the entry into force of the new programme budget, during which certain shortcomings related to the lack of clarity of procedures for authorising officers were identified.

Regarding economic indicators, Mr Bouzred revealed that the economic growth rate stood at 4.10% in 2023, up from 3.6% in 2022.

At the end of his presentation, the minister referred to the new legal framework of the Finance Act, which requires each authorising officer to draw up a specific report on priorities and planning during the preparation of the Finance Act, as well as a ministerial report on performance after implementation, emphasising that authorising officers have gradually begun to adapt to this new method of budget preparation and implementation.
