President Tebboune appoints new governor of the Bank of Algeria

On Monday, February 23, President Abdelmadjid Tebboune appointed Mohamed Lamine Lebbou as governor of the Bank of Algeria. The decision was taken during a meeting of the Council of Ministers held on the same day, according to a statement released by the Presidency of the Republic.

This appointment follows Mouatassem Boudiaf, who served as interim head following the departure of Salah Eddine Taleb, who was relieved of his duties on 4 January 2026 amid a crisis triggered by a memo concerning cash deposits in commercial accounts.

Mohamed Lamine Lebbou, aged 48, held the position of Chief Executive Officer of BEA International Bank, the French subsidiary of Banque Extérieure d'Algérie, before his appointment.

His professional career has mainly been in the banking sector in Algeria. He began his career at BNP Paribas El Djazaïr between 2004 and 2006. He then worked as a lecturer at the Faculty of Economics and Management at Badji Mokhtar University in Annaba from 2007 to 2017.

He led the company Icosia from 2017 to 2019, then chaired the Algerian Qatari Steel (AQS) Board of Directors from 2020 to 2021. He then headed the National Bank of Algeria (BNA) from 2021 to 2024.

He was subsequently appointed Chairman of the Board of Directors of the Algerian Foreign Trade Bank in Switzerland, then of ABS Bank in Senegal. He also worked as a consultant between 2024 and 2025, before being appointed, in May 2025, to head BEA International Bank, the French subsidiary of the Banque Extérieure d'Algérie (BEA).

Academically, Mohamed Lamine Lebbou holds a bachelor's degree in management sciences, with a specialisation in finance, from Badji Mokhtar University in Annaba. He also holds a master's degree in industrial economics and a postgraduate diploma in economic analysis of organisations from Lumière Lyon 2 University in France.
