Manufacture and sale of drones: the government sets the conditions

Published in Official Journal No. 72, a new interministerial decree regulates the import, manufacture, and use of drones. Strict measures are in place to prevent misuse or hijacking of the devices.

The Algerian authorities are encouraging the development of civilian uses for drones, particularly in agriculture and firefighting, while paving the way for a national industry to manufacture and export drones weighing less than 150 kg. An interministerial decree dated September 8, 2025 now regulates the acquisition, import, manufacture, and commercial use of drones, with the possibility for any person or company to apply for approval from the National Center for Unmanned Aircraft Systems. Drones are classified into three categories according to their weight: recreational drones (less than 2 kg), those for professional use (up to 150 kg), and those reserved for the State (no weight limit). Drone monitoring is strict, including rules on the transfer, destruction, and traceability of devices. Economically, these new provisions allow for the creation of a civilian sector dedicated to the manufacture, repair, rental, import, and export of drones, except for models weighing more than 150 kg, which remain under the exclusive control of the government. All export operations are subject to authorization and rigorous controls, particularly concerning technical characteristics and the country of destination.
