The Ministry of Post and Telecommunications announces the upcoming publication of new specifications by the ARPCE, aimed at modernizing postal services and strengthening consumer confidence, particularly in the context of the development of e-commerce.
This new framework requires delivery companies to implement an electronic parcel tracking system, guaranteeing customers real-time tracking. It also requires strict compliance with Law 18-07 on the protection of personal data, prohibits delivery to minors without authorization, and requires the securing of information after transactions.
Delivery personnel and vehicles must be clearly identifiable, with the name and logo visible on packages, uniforms, and vehicles. Companies must also display their address and install signs on their premises.
To promote digital transition, electronic payment methods (credit cards, QR codes, etc.) will become mandatory. Websites will be required to clearly publish their rates and terms of service. In the event of loss or damage, a compensation mechanism and complaint handling system will need to be put in place.
This reform marks a major step forward in regulating the sector, finally defining clear obligations towards customers.
