Accession to the World Trade Organisation: CARE calls for Algerian negotiations to be relaunched

In a note published on its website, the Cercle d'action et de réflexion pour l'entreprise (CARE) argues in favour of ‘revitalising the sensitive issue’ of accession to the World Trade Organisation. CARE's view is that ‘Algeria's active presence within the WTO will help it to promote its ongoing efforts to diversify its economy more effectively and to ensure that its economic and commercial interests are better defended on the world stage’.

The CARE Think Tank argues for the resumption of Algeria's negotiations to join the World Trade Organisation (WTO), highlighting two key arguments:

    1. Negotiations without immediate obligations: The resumption of talks does not oblige Algeria to make immediate changes in its trade policies or short-term commitments. Instead, it allows Algeria to clarify its foreign trade strategy and understand the expectations of its main trading partners.

    2. Freedom to regulate trade: Until its WTO accession is finalised, Algeria retains full control over its trade regulation. Engaging in dialogue with the WTO is considered a strategic step to prepare for future economic developments without immediate commitments.

CARE underlines the importance of this step for achieving the government's goal of exporting $30 billion of non-hydrocarbon products by 2030, a key milestone in the Algerian economy diversification. Integration into the WTO framework is considered essential to ensure long-term success.

Finally, CARE notes that the African Continental Free Trade Area (AfCFTA), to be ratified in 2021, is heavily based on WTO agreements, making its adoption essential for Algeria to participate in the emerging global trade dynamics.
