Budget and public investment: New mechanisms to improve management

New mechanisms are being implemented to improve the management of the budget and public investment, as Ms Bourberab explained on the radio on Monday.

On Monday, during an Algerian radio forum, Siham Bourberab, Central Director of Budget at the Ministry of Finance, outlined the mechanisms put in place to improve budget management and support public investment. She explained that "the Ministry of Finance has put in place new mechanisms designed to improve budget management and notify credits earmarked for public investment as part of the implementation of the 2026 budget," she said.

The responsibilities of the Directorate-General for the Budget

Ms Bourberab adds that "financial governance is an essential tool for ensuring sound management of the state budget and directing financial resources towards development projects". According to her, "several institutions are involved in implementing this governance, notably the General Inspectorate of Finance, which is responsible for monitoring the management of public funds through inspections and financial audits designed to verify the use of public money and detect cases of mismanagement," she emphasises.

She also mentions that "the Directorate-General for the Budget is responsible for preparing the draft finance bill and allocating financial resources to the various sectors, while the Directorate-General for the Treasury and Accounting is responsible for executing the State's financial operations".

Ms Bourberab points out that "funds are allocated after the finance bill has been passed, and the executive decrees setting out their distribution among the various public sectors have been published". She emphasises that "these funds are allocated according to a modern budgetary approach based on programmes and objectives, rather than solely on resources". Funds are thus organised according to "programmes and sub-programmes corresponding to each ministry's strategy, as well as according to the nature of the expenditure, in particular personnel expenditure, public investment expenditure and transfer expenditure," she adds.
